I am a beginner; can i still enter, and what equipment will I need?

Yes, we encourage first time film makers. You can make a film with a cheap digital camera or a mobile phone, and a copy of windows movie maker (free) or imovie, or Cameo for iPhone. You may need a little creativity and ingenuity as well though!
